To Whom it May Concern: As a concerned citizen, property owner and retired natural resource professional; this proposal is appalling. The deference that should have been given regarding a change of this magnitude to our public lands and the public input process was paltry and should have been made news far and wide! I refer to the correspondence written on 01/09/2024 from the Attorney General’s from Utah, Kansas, et al (attached) regarding this issue and emphatically agree with their analysis and response. Your approval authority has LIMITS and they have reached too far!!! NAC’s are bad policy and the SEC and NYSE know this. This proposed rule is illegal. Thank you for the opportunity to comment. R.
