I adopt the comments of Kelly Carpenter, National Affairs
Associate, Wyoming Farm Bureau Federation, and Raymond Charles.
"I am VERY OPPOSED to this regulation for the following reasons:
1) it is a gross overreach by the SEC with no legislative
backing/mandate and is well beyond the remit of the SEC, 2) the
regulation is very vague, providing the opportunity for gross abuses,
3) NACs pose an existential threat to American property rights and
National Security, allowing ANYONE, including foreign governments
(including our worst enemies) and environmental extremists to purchase
rights to private and public lands and other federal property -
potentially preventing oil and gas exploration and development, mining
for coal and vitally important strategic minerals, grazing, and other
economic development. This could cripple our economy, security and
property rights, and the rule of law. 4) This proposal carries NO
Benefits, only high risks and very negative impacts.' Under
absolutely no circumstances should this be approved, now or ever.
