To Whom It May Concern, 


I am a resident of the state of Wyoming, and after perusing the changes proposed in SR–NYSE–2023–09 I am very concerned about the possible impacts in Wyoming in particular, and the nation in general. The implications if these changes are made for our economy and the future of agriculture in Wyoming are such that I would be concerned both that our ability to maintain agriculture with any degree of sustainability would be voided. This would have a large impact on the national food chain. Additionally, as Wyoming is not the only state which would be affected by these changes, the potential extent of the destruction of agriculture would be hard to quantify at this time. Furthermore, the impact on our ability to produce our own energy as a nation would also likely be severely hampered by such changes, weakening us as a nation, and potentially negatively impacting the lives of millions of citizens across our nation. Finally, considering the fact that shareholders in an NAC are not restricted to domestic entities, but can include foreign entities, I am also highly concerned for the potential risk to national security if such changes are made.
