I am opposed to this proposed rule change. It would be detrimental to the interests of the citizens of the various states and of the nation to allow corporate conglomerate entities, foreign nationals/governments, NGOs or others to assume control of public state and/or federal lands that citizens give our elected officials management via our desires and necessities. If this rule were passed it could be devastating to the interests of the citizens of the various states and our nation as control and management would be ceded to entities that are not subject to the demands, desires or needs of citizens. These concerns are also applicable as applied to private land as large multinational corporate conglomerates could purchase enormous tracts of land and thereby restrict the utilization of these lands detrimental to the welfare of the citizens of the various states and nation.
