This unprecedented rule will allow private entities to our control public lands and resources by removing them from beneficial use. The specific example is mining. Where does the SEC believe that the raw materials are going to come from for the Net Zero transition? China? You will allow private entities to lock these domestic resources up so that we can rely on unfriendly nations. On top of this insanity, there are no provisions to stop foreign potentially unfriendly actors from taking control of these assets, which belong to all Americans. Furthermore, by what authority does the SEC believe that is has the ability to issue such a rule? This rule must be withdrawn, and the SEC should concentrate on their Congressional mandate, which is to oversee the securities industry and protect investors. Use of public lands and resources is not within your jurisdiction.
