I'm a degreed MIT engineer in Earth Planetary and Atmospheric Sciences. The proposed rule enables strangulation of the economy and enrichment of a few political organizations at the expense of everyone. It should be withdrawn and further worked on the remove the most oppressive features. -- curtis scott
