As an American citizen with a government "for the people by the people," this once again appears as a fast track to take land, water and I am sure eventually oxygen rights away from "The People" Anything backed by the WEF, Bill Gates, Rockefellers et al, do not have the American people's interest at heart. Amazingly the Federal Reserve was created in much the same way. During a time people are busy with the holidays and our legislators are on vacation. It is truly shameful!!
