There should be no large decision making body that isn't capable of taking small concerns into account, which is exactly how this will end up, a giant bloated bureaucratic mess, incapable of making decisions based on anything but what feels good. All this is designed to do is make life harder for normal people in the US by taking away decision making from people much more closely associated with what's happening in the local area. It's also all based on faulty logic.
