Please re-examine the motivations behind this rule change. How is the efficient management of the land properly incentivized when it is disconnected from the land ownership? Who benefits from this really? Blackrock? Is it really about helping the environment or something else? Seems to me that this is a totalitarian nightmare and you are being SNEAKY about it.
