This is a very bad idea and is evil. It will allow other countries to control our own natural resources. They would be able to cripple the nation by stopping the supply of natural resources. NACs will only be there to benefit the top 10% wealthy ppl. This also seems to be illegal and unconstitutional. Congress has to make laws like this. I am very much against NACs .
