I am in agreeance with the PDF submitted by Garfield County, CO. I strongly oppose the proposed rule regarding NACs. Stripping land management rights, including that of our National Parks, and removing private property rights and placing them under the authority of non-representative, private sector entity is unacceptable. There is no clear guidance regarding the clear definition of "sustainable land use." Natural ongoing processes cannot be bought and controlled. This is nothing more than a land and asset grab by well-connected nefarious elites both in private sectors and governments around the world.
