My professional recommendation as a civil engineer and an
employee of the DoD for almost 15 who has studied extensively the
vulnerabilities we have that our peer adversaries exploit. By allowing
foreign investors to manage our lands it will be another way for them
to cause disruption and political polarization. Both China and Russia
systematically find ways to disrupt or economy and our society.
Implementing the ability for foreign nation states to manage our
federal lands or annex conservation easements will force bureaucratic
federal organizations to be reactive instead of proactive in deterring
bad behavior that would result in disgruntled voters. 

This provision also circumvents congressional oversight and is
unconstitutional. My recommendation is that the SEC makes a legal
feasibility analysis or study that determines how constitutional these
provisions would be. Congress needs oversight over this as they should
hold the sentiment of the voters whos decision this is.

China is already buying land and using passive recievers to listen to
our military communications - this will enable them to develop
countermeasures to potentially prevent us from communicating
effectively in a military engagement. I don't need to mention
their High Altitude Platforms (HAPs) or weather balloons they steer
over our nuclear missile bases. (Based on open source news
