I oppose the entire concept of NAC's. This is simply a scheme to incrementally move decisions about the use of public lands out of reach and accountability to voters and into the hands of monied elites. We already see Federal agencies operating in Wyoming to exclude people from access to public lands and limit economic development of resources on public lands. We don't need another complex legal vehicle like NAC's which will further alienate "the people" from so much of the nations land and resources that are in the hands of government operators who are hostile to ideas of resource development and public access.
