Our comments are specific to the statute and authority of conservation districts with dedication to the protection and enhancement of the lands within Niobrara County and Wyoming. 11-16-103 charges us with the protection of the natural resources, tax base and quality of life. As a local government held with the responsibilities to protect our lands and resources, we are adamantly opposed to the proposed rule Securities Exchange Commission to create “Natural Asset Companies”. Elite investors and foreign companies should not have control and manage the public lands, with implications on private lands, in the United States and certainly not in Wyoming. Using the environment as collateral is wrong. We would stand with Representative Harriet Hageman on defunding the SEC proposed Rule. We are opposed to shutting down mining, oil and gas and any other resources defined as “unsustainable”. These resources are needed and necessary to keeping the United States functioning.
