This document is full of gibberish as per any government document. The main problem is the very idea of a 'corporation' owning an ecosystem. What this is proposing is a 'corporation' buys an ecosystem and then makes a profit for selling oxygen as a 'service' to the public. Or perhaps 'buying' a river and then selling ANY organism found in the river fir a profit. As this document is written a 'corporation' could buy fertile land in Missouri (a lot of it) and sell it to the communist Chinese. This all sounds a little like eco-terrorism to me. This cannot possibly come to pass for the sake of We the People.
