The rule appears to violate the purposes of the Exchange Act, and its terms when you read it carefully, it exceeds the authority actually granted the agency by the Exchange Act. The proposal would effectively allow hostile foreign powers or entities to lock down the resources that are actually owned by the American people for our fuels, our minerals, our forests, etc., causing future shortages of such resources.
