To SECURITIES AND EXCHANGE COMMISSION; RE: File No. SR-NYSE-2023-09 My name is Marc Pascoe and I have been professionally involved in the energy markets for the past few decades. As part of my ventures, I am a Co-Founder & Co-Owner of Green Energy Hawaii LLC [Previous Affiliation; 6.7 MW Biomass-to-Energy *BTE]. We have since divested 100% of these business interests. I am no longer directly affiliated with Green Energy Hawaii LLC, although I just wanted to reference that information as part of my professional career. Please strongly consider the detrimental + serious results from this File No. SR-NYSE-2023-09. You may want to reflect on how much great innovation and healthy competition may be negated in the marketplace. There may be anti-trust litigation as well. The environmental benefits would be mitigated if paradigm shifts do not come forward through open markets. Most productive companies are welcome to free market conditions. Key factors need to include "a full life-cycle plan", but Natural Asset Companies [NACs] will just limit and retard the necessary processes. NACs would be at best an artificial overlay to the markets within the complexity of known matrices to interconnected matters in different biospheres of the Earth. Also, it seems there is some kind of hidden agenda in this pending action. For the record, I have managed forestry projects in excess of 1 million hectares/ 2 million acres. These converging issues require some viable solutions instead of just a rubber stamp in the corporate world. A viable solution in one application may or may not work in a different application. Let me know if you have any comments, questions, otherwise. Thank you. Sincerely yours, Marc Pascoe
