I oppose the changes highlighted in Notice of Filing of Proposed Rule Change to Amend the NYSE Listed Company Manual to Adopt Listing Standards for Natural Asset Companies; SRNYSE-2023-09. In my opinion, this proposal for the creation of NACs would be a vehicle for fraud by allowing investor money to be used to gather assets that can't be used to create tangible economic value but instead are valued in completely new and untested accounting methods - designed specifically to allow this. It also creates national security issues due to the ability these allow for foreign entities to prevent productive user of America's natural resources, or allow them access to sensitive lands. Both of these issues would seem to be sufficient to prevent this from moving forward, but together they make it imperative that it does not.
