Dear Secretary, Thank you for the opportunity to comment. As a citizen of the West we have a long tradition for over a century of conservation and sustainable development. This is accomplished through cooperation, science, history and common sense. NAC's would throw all of this out the window. In addition the national security and economic security issues of "big money" flowing into the West is worrisome. Part of our code of the west is "some things aren't for sale." I urge you to reject the rules, honor America and don't put our our Western heritage up for sale. Sincerely, Steve Harshman
