I have read the proposed rules and I am adamantly opposed to them. Private companies should not be allowed to control public lands. Foreign nations should not be allowed to control public lands of this once sovereign nation. NAC could be expected to prevent the productive use of hte land and curtail availability of its resources to American citizens. The rules invite control of public lands by radical environmentalists and sets up special rules for the NACs. I join the 23 State Treasurers who have asked you to extend the deadline and thus the debate on the rule. Eunice W. Smith
