I am opposed to the rule changes regarding NAC's. OUR resources are PUBLIC resources being increasingly pressured by many different factors. If we have learned anything in the last 230+ yrs of USA it is that monetizing a resource does not protect it; but in fact exploits that resource. We should not allow ANY part of the USA to be owned by a foreign investor. Nor should we allow public resources to be exploited by private companies - managed YES! The various agencies in their descriptions say something to the affect of "to protect, maintain and improve..... xyz" I agree we need to protect our resources but not thru adding an arbitrary "monetary value" to said resource.
