The proposed rule to allow a new form of company called an NAC is the most thinly disguised land and private property grab that has ever been initiated! It violates property rights and the Constitution of the United States with illegal takings, sets up a fraudulent accounting system, and goes around Congress (which would never pass such a law). It prohibits the people of this country to benefit from and enjoy both our private and public lands. It also enables foreign entities to take over the natural resources of the United States. It is being used to drive the 30 by 30 and the 50 by 50 ideological agendas to basically take over all property rights. This must not be allowed! Please remove this rule from consideration immediately.
