Subject: File No. SR-NYSE-2023-09
From: R. Quinn Henley, DVM

This proposed SEC Rule is by definition Unconstitutional. There is no article or allowance in the Constitution for the United States of America to provide for any ownership or control of the lands of the United States by fictitious persons, it can only be owned and controlled by We The People. "Natural Asset Corporations" are a fictitious person, they are not of We The People. The SEC knows that any fictitious person incorporated for the purpose of owning or controlling land can only own land within the Federal District of Columbia because that is the only part of the United States of America subject to the Constitution of the United States. Do not allow this proposed rule to go forward.
