Friend. This proposed rule should not be allowed to become a regulation. It takes away land owners control over his or her land and allows the value of the resource to become of value to someone other than the owner. This is contrary to the American way and is a money grab that does not go to the owner. It also restricts the rights and activities of the owner. This rule is not designed to benefit the owner.
