It is a wild-ass guess meant to disguise a scheme to take over private assets and prevent their further development for the current beneficial owners. We are ADAMANTLY opposed the the implementation of NAC regulations to facilitate this bald faced land grab via this proposed rule-making and ask that the entire project be shut down and eliminated. Please terminate all further work on this proposal and SHUT IT DOWN!
