I am totally against the proposed rule for the establishment of NACs. The fact that this creates the incentive for non government control over public lands is outrageous. Also, the fact that foreign investors would be allowed to invest in the shares of these companies puts a further strain on our national security. How is it that the SEC thinks it has the right to confer management authority over federal lands? Totally un- American!
