The SEC is not the appropriate venue for a land conservation exchange. There already exist means for private conservation tools such as easements. This is an unnecessary use of the SEC that can potentially create opportunities for foreign governments or anti agriculture and energy political groups to sabotage appropriate and beneficial use of land. Additionally it is a major drift in mission from the stated purpose of the SEC.
