Public federal lands belong to "We the People of the United States." Only ELECTED officials in CONGRESS have the authority to transfer federal public land usage rights. This is an illegal/unconstitutional land usage grab by unelected bureaucrats who have no constitutional authority to "sell" this type of usage.
