I am VERY OPPOSED to this rule for the following reasons: 1) it represents gross overreach with no legislative backing and is way beyond the remit of the SEC, 2) it is vague and very open to abuse 3) it is a threat to American Property Rights and National Security giving anyone, including foreign governments (including our worst enemies) and environmental activists the ability to purchase private and public lands and control or prevent the development of oil, natural gas, coal, vitally important strategic minerals, grazing, farming, etc. potentially crippling our economy and negatively impacting our security, property rights and rule of law, and 4) there are NO BENEFITS to this rule, only high risks and negative impacts.
