Proposal is violative of common law doctrine, that states that I hold rights to that which is above and below my allodial holdings, held in fee simple, under title perfected, by assent to patent, duly noticed and filed at Price Co. WI Register of Deeds office Document number 347541. The preponderance of said proposal would constitute the intent of a takings which is a takings pursuant to Horne v. Dep't of Agriculture, 576 U.S. 351. The implementation of the proposal would certainly constitute a fifth amendment takings, see the supremacy clause for authority.
