I am commenting on this proposal because it does not appear to be well-thought-out. This new proposed rule could have a devastating consequences for not only farming, but potential future use of public lands, including uses that do not conserve public land. It could essentially allow for the selling off of national parks, for example, without review, which could later be sold off to natural resource companies, in theory, Also, how can we grow food if farming uses are considered non conservation uses of lands? Is that the intent? Is farming now considered anti-conservation? The other aspect of this is that it is coming through the SEC, which is charged with protecting financial markets from abuse and criminal financial activity. This seems to enable the taking of property by the government without just compensation
