Subject: File No. SR-NYSE-2023-09
From: David Spaugh

The purposes of demarcating public lands in America never included, "monetizing all resources as fast as possible so that financial investors can speculatively trade their value." The purposes never included, "leasing control and management of public land and resources to entities outside federal departments." If SEC approves this proposal, The People will take immediate congressional action to reverse it. That period of public attention will surely scrutinize other things at SEC. Is neutral SEC consideration of such a proposal healthy? Where is the plain-language SEC Public Information Statement that explains to the public what a NAC can do? The best witch hunts start with whistleblowers. Let's watch and see... Thank you, David Spaugh Baker City, Oregon
