Please do not approve this proposal. This is an explicit attempt to benefit the "elite" who do not need the benefit. Further, it promotes an anti-capitalist proposition that there is a climate crisis caused by humans and therefore somehow correctable by humans. The science to support that proposition simply does not exist. This proposition has the potential to create economic harm. That harm could become international if foreign governments insert themselves into this disastrous concept.
