This is unconstitutional and should never be allowed. Air, water and land are not assets they are God given rights. I can already see the agenda here associated with climate change. The more water/air etc we use, we will be taxed. Eventually people will need to leave their land to preserve the "assets". Also, they won't be able to pay the tax. This is blatantly evil. It's hard to believe this is even being considered. It's like something out of 1984! This will only ruin this country. My vote is absolutely no!
