I am opposed to this rule change. Activists and foreign governments should never be allowed to purchase property rights to private and public lands. Again I oppose this rule change. Property rights for private property should remain in the hands of the owner. Public and federal property rights should remain in the hands of the state where they are located, not controlled by foreign governments or political activists.
