Please reject all attempts to allow long term leases used for non-productive set asides without regular renewal reviews on federal lands. These lands are needed to feed and sustain American people and our economy. My concern is that investment companies will use this Rule to create financial instruments that will be sold as ‘carbon offsets’ for major corporations, giving them unfair advantage over small farmers & ranchers in the US. The excess use of set asides under this Rule could also be used by foreign entities to reduce food supply and lead to famine and population reduction.
