Natural resources are for the people who dwell in the United States, whether US national or Citizen, it is our territory and it is our right. Publicly trading the very existence and lifeblood of our lands and the gifts they provide, is a violation of the very fabric of our nation. It is treachery to give over physical power of acquisition, via public trading and control of natural resources, to foreign entities, corporations, or individuals. There are enough problems in this nation without adding to it; problems where the government has clearly overstepped the 5th and 14th amendments. Problems where some locations and peoples within our borders are already deprived, and now you want to give our lands and the wealth of it, to entities and individuals who are not truly vested in the livelihood of our peoples, lands, and wildlife. Nor will they give proper conservational practices like a vested citizen would. No protections from foreign bad actors and enemies, nor legal recourse against them should they deprive us. I also believe that this rule violates existing public land laws and is selling our sovereignty for the sake of greedy stakeholders. The argument in favor to adopt this rule is flawed and hidden behind proven 'cloak and dagger' terminology used to abuse the system for gain. It offers no true solution to better practices, but rather an open door for posers. In addition, this matter of rule change has been quietly put forward without ample means of public notice to comment and it is shameful.
