I am strongly opposed to this rule. If “ecosystem services” are in fact being degraded or depleted in such manner as to reduce quality of life for American citizens, then a Regulatory remedy is called for - not a “market” remedy. We cannot possibly imagine the consequences of this rule, but as written it will surely require the erection of a new oversight capabilities, which will take many years to mature. This rule is not solving a problem, more than likely it is opening a doorway to exploitation.
