I oppose this for a number of reasons, but I will mention two..Here in Montana under our state constitution every person has a right to hunt and a right of public access to all streams and rivers by foot and by boat up to the high water mark..The proposed changes may well interfere with and prevent both basic rights guaranteed under Montana state law and the state's Constitution...Also, the Enabling Act of 1889 gave the state ownership of lands in every township as per the Act, which brought Montana into the Union..The public has certain use rights under the agreement ...The proposed change will likely interfere or preclude all of the aforementioned uses and rights...Thank you...Charles Murtagh Bozeman Montana..
