However, the proposed rule change will create a pathway for foreign investment in American natural assets. Rules for NACs do not require participation by local residents or regional environmental protection groups or for landowners to be included in boards of directors or governance of any natural assets companies. This could open natural resources to abuses that would be difficult to prevent and possibly harm rural and native communities. Greed and grift already present enough challenges to America’s restoration and protection of natural resources.
