How does this not run afoul of Congresses digression over public lands? If these NACs become the authority on managing the lands, then what carve outs are there to protect the public's right to the use and enjoyment of those lands? Further, what will happen to public land hunting and fishing. This is wrong and an obvious theft of public lands. I'd ask the SEC not to move forward, but you clearly are. It's just wrong.
