On the face of it, this proposal seems like a way to take public property and deliver it into the hands of unaccountable corporate actors. It's similar to the enclosures that cut off disadvantaged communities from using public lands in rural England or public parks in London. It was not that the wealthy and well-connected owned those theoretically public properties; they just owned the access to them, and used that ownership of access to deprive others of what belonged to them as much as to anyone. Let's not resurrect the historic injustice of enclosures under another name.
