Subject: File No. SR-NYSE-2023-09
From: Cynthia Wittich

The SEC has proposed a rule, SR-NYSE-2023-09, that would allow environmentalists and others to sell off federal lands, water and even air via so-called “Natural Asset Companies” (NACs) on the condition that they would preclude productive use of such resources. Private land owners may also be impacted. The purpose of the NAC is to manage and grow the ecosystems services produced on land across the US. This would open up an entirely new asset class. There are huge financial incentives behind this effort. The UN is involved which is an enormous red flag. Current GAAP practices do not allow for the accounting required to allow NACs to make and show their profits so the UN has provided an accounting method which is nothing short of fraudulent. The NYSE is partnering with the company IEG, Intrinsic Exchange Group, to get this effort going. That is an obvious conflict of interest. PLEASE shut down this effort -- it is dangerous for our country and it's future.
