Dear SEC , This needs a CLEAR Statement from the US House of Representatives as to how this can effect the Control of Natural Resources like Water by Radical Groups that working through miss guided interpretations of the EPA could demand In-Stream Flow Minimums that would take away water resources from all water users that produce HUMAN NEEDS !!! In this SCOTUS ruling it talks about the Need for Congress to have a CLEAR Response to Rulings such as this Natural Asset Companies because of the Extreme Radical Environmental positions on Natural Resources today , like ending Fossil Fuels , the ending of other resources would be just as susceptible to the buying up and locking up of resources causing supply chain volatility that would cause Human Suffering !!!!!! So Based on whats in this SCOTUS ruling on West Virginia vs EPA and the EPA Overreach may be worth combining with the Chevron SCOTUS ruling you cited , The EPA also was found to have miss interpreted Clean Air Act , its should be the Same under the Clean Water Act that the EPA is using “ Building Blocks “ to “ Shift Water Resources “ away from Human Needs that are not following the needed “ Clear Congressional Statement on such regulatory measures ; see pages 17-18 ; https://www.supremecourt.gov/opinions/21pdf/20-1530_n758.pdf The State of Oregon through a administrative hearing office agreed to dedicate all water in Wood , Sprague , and Williamson Rivers in the Klamath Basin to the Federal Government . With a Time-Immemorial Priority Date , this decision made local Ranchers and Farmers previously adjudicated 1800s water rights useless forever !!! AS a Result , all water has been left instream and irrigation has NOT BEEN ALLOWED since 2017 !!!! In my area of Central Oregon we are under siege by Radical Environmentalists to restore in-Stream River Flows to help restore Habitat for a Endangered Spotted Frog , instead of Irrigating Farmland for food production !!!!!!! AND they wont EVEN Consider what the State of Idaho is doing to Help Increase Snow Pack with " Cloud Seeding " for More Water Creation to help Mitigate Climate Change . Its like they don't want to try Technology that's working .
