Giving and entity power over the management of private property is unconstitutional. Nor should private entities have any say in the management of public lands as they are OUR lands so WE the people need too be able to hold those managing those lands accountable. If those NAC's are private then we can't hold them accountable for bad management. Management of public lands should be done at a local level by the people who understand that particular climate best, not a private entity that has no oversight.
