Rule SR-NYSE-2023-09 should not be implemented, as it is an affront to to private property ownership. The rule would also allow non-US entities to own (through shares) large swaths of land and be able to restrict the use of these lands into perpetuity. This rule will hurt rural communities the most. This is a really bad rule and should not be approved by the SEC.
