Dear Sirs, As a retail investor, this proposed rule is inexcusable. The world has begun to see just how corrupt the American securities market is. Confidence is bottoming out and the SEC is being exposed as complicit. This proposed rule would seal the coffin. Rules must be enforced to end unfair market manipulation. Please do not add rules which unfairly penalize the retail investor. Sincerely, A retail investor who lacks confidence in the system
