To whom it may concern: 


I'd like to express my opposition to this proposed rule as a retail investor. 
This rule is in direct conflict with fair market mechanics and endows bad actors with unlimited power and scope to abuse them. It is intended to "alleviate fail-to-deliver" situations, but in practise serves only to protect naked short selling. This rule leverages the complexity of financial instruments to empower institutional investors, effectively protecting them against their own bad bets. I implore you to withdraw this proposal immediately.
