I am writting to comment on SR-NSCC-2022-801 / SR-NSCC-2022-803 as the website comment page is not currently working. I, as an individual retail investor and as a small business owner, am not in favor of the proposed rule changes as these changes favor short sellers and facilitate their abilities to destroy shareholder value in publically traded companies through naked short selling (ie the creation of counterfeit shares) and minimizes the repercussions and their potential losses when they fail to deliver shares which they are unable to locate (and never had any ability nor desire to locate in the first place). The only hedge against rampant illegal naked short selling is infinite losses should a short seller bet wrong and a stock's price moves the other way.
