Good afternoon. 


This email is about the rule SR-NSCC-2022-801. The rule goes completely against any kind of "free-market" you're supposedly regulating. Your whole purpose is to regulate the market so that it operates properly, and creating this rule (similar to one that was already refused before) goes against your premise. 


The markets are already complex enough. No need for SFTs for market makers so they can fail on their fiduciary duties again. They already have enough leeway around the markets under the excuse of providing liquidity. 


Gary Gensler said he was on the side of retail investors. This is NOT a stance anyone thinking about retail investors, who holds 99% of this failing economy on its labors, would take. 


I explicitly ask you to revoke this rule and to stop even considering rules like this again.
